Crime and Criminal Tracking Network and Systems (CCTNS) in Bihar

The national police IT network through which police stations register complaints, FIRs, investigations and charge sheets digitally, with data replicated to a National Data Centre and shared with courts, prisons, prosecution and forensics through the Inter-operable Criminal Justice System. Parliament was told that all 968 Bihar police stations run the CCTNS software (February 2026), and that FIRs registered digitally in Bihar rose from 2,61,949 in 2023 to 3,05,665 in 2025.

Good to know: A Parliament answer reports the CCTNS software deployed in all 968 Bihar police stations, with data replicating to the National Data Centre, and annual counts of FIRs registered digitally. Coverage of outposts and newly upgraded stations is described differently by Bihar Police (see what_is_not_yet_confirmed).

4 open questions

  • When Bihar's police stations first went live on CCTNS. The national project dates from 2009, but the MHA document that says so is no longer reachable and no Bihar start date was found.
  • Coverage. The Lok Sabha table gives 968 police stations in total and 968 deployed, while Bihar Police described 968 'police stations and outposts' in September 2026, with work under way to extend the system to remaining units, and in July 2025 described 342 newly upgraded stations still being connected. Whether the 968 includes the upgraded stations is not stated. Both accounts are recorded.
  • What share of all FIRs registered in Bihar is registered digitally, and whether the 2025 rise reflects more crime, more reporting or more complete digital entry.
  • Citizen-portal use in Bihar. The ministry says state-wise online complaint data is not maintained centrally.
