Government programme
Digital India Land Records Modernisation Programme (DILRMP) in Bihar
The central programme to computerise records of rights, digitise cadastral maps, link registration offices to land records and fund resurveys. Parliament answers show Bihar going from 95.92% of villages with computerised records (July 2023) to 100% computerisation and map digitisation (March 2025), with 3.63 crore land parcels given a Bhu-Aadhaar number. The resurvey that puts current ownership on the maps had notified 661 of 43,041 rural revenue villages by March 2025.
Good to know: Parliament answers report Bihar's record-of-rights computerisation, cadastral map digitisation and registry integration as complete (2025-2026). The special survey that updates ownership on the maps had notified 661 of 43,041 rural revenue villages by March 2025, so the programme's goal of up-to-date records is not yet a verified outcome.

- The number of cadastral maps differs between two official answers two weeks apart: 1,35,865 (Lok Sabha, 11 March 2025, from state information) and 74,452 (Rajya Sabha, 28 March 2025, from the DILRMP MIS). Both report 100% digitised. Both are recorded and neither is preferred.
- Village totals differ by source and purpose: 47,590 villages (July 2023), 45,858 (March 2025 and March 2026) and 43,041 rural revenue villages for the special survey. No answer reconciles them.
- How many Bihar districts reached Platinum Grading. The November 2023 answer names Bihar but gives no count.
- Whether digitised records are accurate and current. Digitisation of existing records is not the same as up-to-date ownership, which is what the special survey is for, and that survey covered only 661 villages by March 2025.
- The period over which the Rs 154.90 crore was released, and the Bihar share of the 2021-26 national outlay, which is itself given as Rs 875 crore (December 2024) and Rs 984.61 crore (March 2026).
- The August 2024 answer appears to say the special survey began in a first phase in 4 of 18 circles (anchals) of West Champaran: Chanpatia, Majhaulia, Nautan and Lauria. Its PDF text layer is scrambled, so this reading is not recorded as a confirmed fact.
