What's confirmed
5 sourced facts
- eSanjeevani is a national telemedicine service of the Ministry of Health and Family Welfare in two variants: a provider-to-provider service through health and wellness centres / Ayushman Arogya Mandirs (from November 2019) and a patient-to-provider OPD.
- Bihar figures as successively reported to the Lok Sabha: 14,42,731 patients through health and wellness centres and 34,964 through OPD (reply of 29 July 2022); 33,35,413 consultations to women and 3,55,211 to senior citizens (reply of 21 July 2023); 2,14,54,053 Ayushman Arogya Mandir consultations and 97,317 OPD consultations as on 23 March 2025; 3,25,08,298 total (reply of 24 July 2026).
- As on 30 June 2022, 1,127 PHCs, 3,303 sub-health centres and 105 urban PHCs in Bihar were connected; the network had 53 hubs in both March 2025 and July 2026, with operational spokes rising from 9,104 to 9,889.
- Bihar's use is overwhelmingly provider to provider: patient-facing OPD consultations were under 0.5% of the total in both 2025 and 2026.
- The March 2025 reply gives district-wise Bihar figures, with Patna highest (12,05,190 AAM consultations) and Sheohar lowest (2,00,269).

6 open questions
- When eSanjeevani began in Bihar specifically. The replies give only the national launch.
- The OPD variant's start: one reply (March 2025) says April 2020 and another (December 2025) says March 2020. Both are recorded.
- The measures change across replies (patients served, consultations by group, consultations), so the series shows growth but the 2022 and 2025 figures are not strictly comparable.
- Spoke counts use different definitions: 18,209 total spokes (July 2023) against 9,104 and 9,889 operational spokes (2025, 2026). They are different counts, not a fall, and are not comparable as one series.
- Outcomes such as referrals avoided, quality of care or patient satisfaction in Bihar. The ministry says the platform does not record patients' socio-economic status.
- Bihar's national ranking. Press reports rank states, but no ranking is taken from the replies here.
