Government programme

Bihar Information and Communication Technology (ICT) Policy 2011

The IT department's policy for IT in governance, education, citizen services and industry. Its industry chapter made IT, ITES and electronic hardware manufacturing (EHM) units eligible for all incentives of the Industrial Incentive Policy 2011, and added stamp-duty exemption, power-charge concessions, a 20% capital-investment reimbursement and a 50% grant on captive power plant. The Chief Minister approved its outline at an IT department meeting in April 2011 and said in December 2011 that it had been released.

PolicyAnnouncement

Good to know: The earliest dedicated IT policy of the Bihar IT department we found, but only at announcement: the April 2011 decision and the Chief Minister's December 2011 statement that it had been released are the evidence. No resolution number, notification date, policy period, repeal or expiry was found, and the hosted text is undated and unsigned. The next dedicated IT policy we can evidence is the Bihar IT Policy 2024 (tracked in its own record); no text we could read says it replaces this one.

What's confirmed

7 sourced facts

  • TOI (3 April 2011): at an IT department meeting chaired by the Chief Minister on Saturday, the state decided to introduce its new IT policy as the ICT Policy 2011 and gave IT the status of an industry. The Chief Minister suggested the name.
  • The policy has four components: for citizens, education, governance and industry (TOI; policy text).
  • Section 5.1 of the policy text makes IT, ITES and electronic hardware manufacturing (EHM) units eligible for all incentives of the Industries Department's Industrial Incentive Policy 2011.
  • The hosted text targets IT-sector jobs for 1,00,000 youths within three years and expects 3,00,000 more indirect jobs. These are targets.
  • The Chief Minister said the state IT policy had already been released (TOI, 9 December 2011).
  • In August 2017 the IT secretary said a new IT, ITeS and electronics manufacturing investment policy was being drafted (The Economic Times, 14 August 2017).
  • The IT minister said on 31 March 2023 that the new IT policy had been under development for a long time and was in its final stages; the cabinet approved Bihar IT Policy 2024 on 8 January 2024 (ETGovernment).

6 open questions

  • Whether the policy was ever notified. The Chief Minister said in December 2011 that it had been released, but the copy on Invest India carries no memo number, gazette endorsement or signature, and a copy titled 'IT Policy 2011-Draft-English' circulates elsewhere (as the Bihar Startup Policy 2016 record already notes). The statement is a government claim, not a notification.
  • The resolution number, approval date and notification date. The April 2011 decision was taken at an IT department meeting, not reported as a cabinet decision, and the policy text carries only the year 2011.
  • The policy period. No overall validity clause was found; some incentives run for five years from the policy's announcement or implementation, which the text does not date.
  • Whether IT Policy 2024 repeals or replaces this policy. No repeal, expiry or extension was found, so the end of this policy is unknown.
  • Whether the 2017 draft was ever approved. No notified IT policy between 2011 and 2024 was found, so the 2017 plan is treated as a draft that was not notified.
  • Investment, jobs or incentives delivered under the policy. The job figures are targets.
