AI and emerging-technology skilling in Bihar under central schemes
Candidates trained in Bihar under two central skilling schemes in a category the Ministry defines as artificial intelligence and other emerging technology. The pool covers AI, machine learning, robotics, cloud computing, the internet of things, data analytics, cyber security and green technologies, and no source gives an AI-only figure.
Good to know: These are centrally sponsored schemes delivered in Bihar, not commitments by the Government of Bihar. The figures pool artificial intelligence with seven other technologies and cannot be read as AI training counts.

Candidates trained in Bihar under PMKVY 4.0, AI and other emerging technology (2024-25) Annual, not cumulative. The same one-year spike appears in every state in the annexure (Uttar Pradesh 2,079 to 88,868 to 6,672; Madhya Pradesh 3,229 to 67,064 to 5,260), so it is a property of the 2024-25 column rather than a Bihar-specific surge. Bihar is 6.4% of the roughly 4,48,341 all-India column total. | 28,590 persons | Official statistic | Rajya Sabha (Ministry of Skill Development and Entrepreneurship), Unstarred Q. 1244 | |

6 sourced facts
- The annexure is titled 'Number of candidates trained under Artificial Intelligence and other emerging technology since 2019, year and State -UT- Wise'. The column counts candidates TRAINED, not enrolled and not certified.
- The Ministry defines the technology pool as artificial intelligence, machine learning, robotics, cloud computing, the internet of things, data analytics, cyber security and green technologies.
- Bihar's PMKVY 4.0 figures by year: 846 (2023-24), 28,590 (2024-25), 1,049 (2025-26) and 341 in the quarter to 30 June 2026.
- Bihar's Craftsman Training Scheme figures for new-age and future skills, by calendar year: 32 (2019), 111 (2020), 17 (2021), 143 (2022), 209 (2023), 434 (2024) and 491 (2025).
- The reply states that placement was tracked only under PMKVY 1.0 to 3.0. Under PMKVY 4.0 the stated focus is to let trained candidates choose their own career paths, so no placement data exists for these figures.
- 170 NSQF-compliant courses are offered under the Craftsman Training Scheme, including 32 described as new-age or Future Skills courses.
Still to be confirmed
6 open questions
- How many of these candidates were trained in artificial intelligence as opposed to the seven other technologies in the pool. No AI-only figure appears anywhere in the reply, so none of these numbers can support a claim about AI training in Bihar.
- Why the PMKVY 4.0 table begins at 2023-24 when the scheme ran from 2022-23 and the question asked for figures since 2019. There is no 2022-23 column and the reply does not explain its absence.
- What caused the 2024-25 spike across every state. The annexure carries no footnote or explanatory note of any kind.
- The two series use different period conventions, financial years for PMKVY and calendar years for the Craftsman Training Scheme, and cover different schemes. They must not be summed or plotted on a single axis.
- The Craftsman Training Scheme year-to-value mapping is consistent with the source but was read from a table whose header collapsed during text extraction, so it is ordered rather than verified cell by cell.
- Whether any of these candidates are in Bihar-government programmes. These are central schemes delivered in the state.
