Bihar Start-up Policy 2017

The amended startup policy that replaced the 2016 policy on the day it was issued. It ran for five years from notification and kept the Rs 10 lakh seed-grant model.

PolicyProgramme initiated

Good to know: The middle instrument in Bihar's startup policy lineage. It repealed the 2016 policy outright; the 2022 policy that followed carried its work forward without repealing it.

4 open questions

  • The gazette publication date. Clause 3 implies validity to around March 2022, but no source states an end date and no notification of expiry or extension was found, so the exact end of the policy period is unknown.
  • Whether the 2017 and 2022 policies overlapped or left a gap between them. The 2022 policy's own effective date also depends on a gazette date that has not been found.
  • Clause 1.2 of the 2022 policy describes the 2016 policy as 'later amended as Bihar Start-up Policy 2017', which conflicts with this resolution's own 'repealing' language. The 2017 resolution is the stronger instrument on the point.
  • How many startups were certified and how much seed funding was disbursed during the 2017 policy period.
