What's confirmed

7 sourced facts

  • Enacted as the Bihar Right to Public Services Act, 2011 (Bihar Act 4 of 2011). The Governor assented on 29 April 2011 and the Act was published in the Bihar Gazette (Extraordinary), Patna No. 167, on 2 May 2011 by Law Department notification L.G.-1-02/2011/Leg-90.
  • Section 1(3) left commencement to a date appointed by the State Government by gazette notification, so publication was not commencement. The Act was brought into force on 15 August 2011.
  • GAD secretary Mohammad Sohail said more than 53.8 crore applications have been processed under the RTPS Act, 2011.
  • An automated appeal mechanism started on 23 June 2026: 6,934 appeals auto-generated, 5,503 disposed.
  • The Panchayati Raj Department reported 37.87 lakh panchayat-uploaded applications over two years, with 36.91 lakh disposed on time (about 97%).
  • The Ministry of Panchayati Raj told Lok Sabha that, as reported by the State, RTPS centres are functional in all 8,053 gram panchayats and serve as CSC-equivalents.

Still to be confirmed

4 open questions

  • The 15 August 2011 commencement date comes from later reporting of a Chief Minister's review, not from the appointing gazette notification itself, which was not obtained.
  • Year-by-year application counts. The State publishes cumulative totals only, so the series here has just two points nine years apart (about 25 crore in June 2021 and more than 53.8 crore in July 2026).
  • An independent audit of on-time disposal rates.
  • Current status of the older 'BPGRS' portal name. I found no dated source for it and did not track it separately.
