Bridge maintenance policy brings AI/ML-based digital safety audits

On 3 June 2025 the Bihar cabinet approved a new bridge maintenance policy, the Bihar State Bridge Management and Maintenance Policy, 2025. A state presentation reported by ETInfra says it took effect on 6 June 2025 and provides for digital health assessments of bridges using sensors, drones, 3D digital twins and AI/ML software. The one named AI/ML use is a digital safety audit of the Bairihari Ghat bridge in Samastipur by a Gurgaon firm, whose report was to be submitted using AI/ML-based software. Separate audits of 85 large bridges by IIT Patna and IIT Delhi are not described as AI-based. No AI/ML audit report, or repair based on one, has been published.

Good to know: The policy is approved and audits have been awarded, but no AI/ML audit result has been published, so the AI component is at most started.

What's confirmed

6 facts backed by sources

  • The Bihar cabinet approved a new bridge maintenance policy on 3 June 2025.
  • According to a state presentation reported by ETInfra, the Bihar State Bridge Management and Maintenance Policy, 2025 came into effect on 6 June 2025 and covers all bridges and culverts on Road Construction Department roads.
  • The same presentation says digital health assessments will collect data through sensors and drones and use 3D digital twins, with AI and ML used for the digital audit of bridges.
  • The digital safety audit of the Bairihari Ghat bridge on the Kareh river in Samastipur was awarded to Vital Environment India Pvt Ltd, Gurgaon, whose report was to be submitted using AI/ML-based software, with repairs to follow through BRPNNL and another contractor.
  • IIT Patna (45 bridges, mainly south Bihar) and IIT Delhi (40 bridges, north Bihar) were engaged for third-party audits of 85 bridges longer than 250 metres, for a consultancy fee of Rs 16.61 crore, with letters of acceptance issued (minister's statement, June 2025).
  • The presentation reports 12,065 culverts and 743 bridges physically surveyed, with 96 culverts and 29 bridges found damaged. These are department figures (government claim).

Still to be confirmed

8 things to watch for

  • Whether the Bairihari Ghat AI/ML audit report was submitted, and whether any repair followed from it.
  • Whether AI/ML is used on any other bridge. Only one AI/ML audit is named.
  • The policy text. It was not found on a government site, so the AI/ML provision is known only through ETInfra's account of a presentation.
  • How the July 2024 rollout relates to the policy the cabinet approved in June 2025: a draft finalised a year later, or a new policy. Reporting does not say.
  • Bridge counts differ by scope: 3,968 bridges including 532 mega bridges (minister, June 2025) for the Road Construction Department, against about 6,200 bridges built since 2005 (Indian Express, July 2024) across departments. Both are recorded; neither is preferred.
  • The bridge's name is spelt Bairiyahati Ghat by The Economic Times and Bairihari Ghat by ETInfra.
  • The cost of AI/ML-based audits and the software used.
  • The Rs 16.61 crore consultancy fee is for the IIT Patna and IIT Delhi audits, which no source describes as AI-based, so it is not recorded as this record's spending.
