Bihar State Election Commission used AI to cross-check panchayat vote counting

For the 2021 panchayat elections, the Bihar State Election Commission deployed Staqu Technologies' JARVIS video analytics at counting tables. A camera read each EVM display by optical character recognition and cross-matched an independent tally against the figures entered manually by staff, raising an alert on a mismatch. It is the earliest AI deployment by a Bihar state body for which we hold dated evidence.

What's confirmed

5 facts backed by sources

  • The Bihar State Election Commission deployed Staqu Technologies' JARVIS video analytics for the 2021 panchayat election count.
  • A camera at each counting table read the EVM display by optical character recognition, and the resulting tally was cross-matched against the figures entered manually by commission staff, with a mismatch raising an immediate alert.
  • The system was a verification layer over human counting, not a replacement for it.
  • State Election Commissioner Deepak Prasad and Staqu chief executive Atul Rai were named in reporting on the deployment.
  • Reporting described it as the first use of video analytics in vote counting in an Indian election.

Still to be confirmed

4 things to watch for

  • No Bihar State Election Commission or PIB document reporting results has been found, so the outcome is not officially verified: the number of counting tables covered, mismatches detected or counts reconciled is unknown.
  • Staqu's claim of 99.7% OCR accuracy is a company statement and is unverified.
  • Whether the system was used in any later Bihar election.
  • Whether this is Bihar's first AI initiative overall. It is the earliest deployment by a state body that we can date; no source can establish that nothing earlier existed.
